Carol attended grade school in Laurens, Iowa and later graduated from Laurens High School in 1963.

On October 30, 1965 Carol was united in marriage to Troy Valentine in Jackson, Minnesota. To this union Tracey was born. Troy and Carol made their home in Sioux Rapids, Iowa for 56 years.

Growing up in the Methodist church in Laurens, Iowa and a lifelong Methodist, Carol's faith in Christ guided her through life. She was a member of the Methodist church in Sioux Rapids, Iowa

Carol made a business out of baking, decorating and selling cakes which she truly loved as did many customers in the community, even winning several blue ribbons at the Clay County Fair. Her love of babysitting for many families in the area held a special place in her heart. Attending races in Alta, Iowa and Jackson, Minnesota to see Troy race and eventually Troy and Tracey race against each other was sometimes almost more than she could handle. She loved camping, collecting Elvis memorabilia, listening to his songs and visiting Graceland and the Iowa Hawkeyes were just a few of Carol's favorites. Most important to her was her family and making sure they had regular get togethers, resulting in the Annual Garner Family Reunion at Twin Lakes every year.

Carol is survived by her husband Troy, Sioux Rapids, Iowa, son Tracey (Desiree), Pomeroy, Iowa, granddaughter Courtney Ensley, great grandson Jayden, great granddaughter Alicia, Sioux Rapids, Iowa, step-grandchildren Nate Botine (Lauren), Harlan, Iowa, Matt Botine (fiancé Kaylee Peters), Storm Lake, Iowa, six brothers and sisters, Richard Garner (Sharon),Pocahontas, Iowa, Maureen Luchsinger, Lake Havasu, Arizona, Judy Noma (Dan), Chandler, Arizona, Larry Garner, Polk City, Iowa, Dean Garner (Linda), Spencer, Iowa, Sandy Pettyjohn (Jay) Ottumwa, Iowa and her beloved grand dog, Buddy.
