Romaine was born to Roy and Ella (Jensen) Kischer on August 29, 1922 in Albert City. He lived his youth in the Albert City community, graduating from Albert City High School in 1940. Romaine faithfully served his country in the United States Navy during World War II from October 3, 1942 until his honorable discharge on January 3, 1946, attaining the rank of Chief Machinist Mate. The Lord spared Romaine’s life on April 29, 1945, when a kamikaze plane hit his ship, the USS Hazelwood, killing 107 officers and sailors.

On August 30, 1947, Romaine was united in marriage to Joyce Wessman in Jackson, Minnesota.  They were blessed with five children: Craig, Dawn, Jill, Lex, and Kim. Following their marriage, Romaine and Joyce lived in Storm Lake while Romaine attended Buena Vista College. He later continued his education at Iowa State University in Ames. In 1948, they returned to Albert City to take over the operation of the family farm from his father. He started out milking Guernsey cows and the Lord blessed his work and grew the farm operation allowing him to farm for fifty years. Romaine loved farm machinery and the fact that he got to farm with both his sons.

At the age of thirty, Romaine accepted Christ as his personal savior at the Marathon Ev. Free Church. Romaine witnessed to many people throughout his lifetime about his faith in Christ. Romaine was an active member of the Marathon Evangelical Free Church and later the Albert City Evangelical Free Church when the two churches merged. He served in various offices within the church. Romaine served on the Marathon and Albert City elevator boards and was a member of the Albert City American Legion Post.

Romaine will be remembered as a sweet and caring man who had the gift of being able to eagerly talk with anyone he met. His life, testimony, and Christian legacy will always be honored and cherished by his family which include his children: Dawn (Steven) Erickson of Golden, Colorado, Jill (Bruce) Engelmann of Storm Lake, Iowa, Lex (Pete) Arden of Allegan, Michigan, Kim (Jill) Kischer of Albert City, Iowa, his daughter-in-law: Becky (John) Holmes of Atlantic, Iowa, his grandchildren: Bryant (Jill) Engelmann, Jennifer (Nathan) Dwyer, Barry (Melinda) Engelmann, Kristin (Mike) Driscoll, Brooke (Chris) McConn, Crista (Jordan) VanWyk, Trent (Kelsey) Kischer, Chad (Megan) Kischer, 13 great grandchildren and other extended family and many friends.
